Migrant Education Program Services & Eligibility Information

The Migrant Education Program provides benefits and services to eligible children who participate/accompany their families in travel for subsistence activities and commercial fishing.  The program also provides indirect benefits to all students in the district by increasing other federal/state monies.

 

Identification & Recruitment (ID&R) of Eligible Migratory Children

 

Recruitment:

Making contact with the family or youth and obtaining the necessary information to document the child’s eligibility and enrollment into the MEP.

 

ID&R Considerations:

Every effort is made to find and enroll every migratory child living in the district, regardless of:

1. When they arrived in the district,

2. Whether they enroll in school, or

3. How long they stay

Special efforts to find and certify eligible children not in an Alaska public school including:

1. Private school children,

2. Homeschool children,

3. Dropouts,

4. Infants, and

5. Preschoolers

 

Interviews:

Annual interviews with potential families (Parent/Guardian) help determine potential eligibility which is documented and helps the state MEO accurately determine eligibility. Children have a limited timeframe where they are eligible to receive MEP services:

 Direct Services for Eligible Children for FY24

  • School supplies
  • Hygiene kits
  • Reflectors for backpacks
  • Books 
  • Tuition coverage (Nome Preschool, Northwest campus for dual enrollment classes or classes for children, fees for high school credit recovery/enrichment courses, local summer programs)
  • Summer Migrant Program (topic will vary from year to year) - may have opportunity to earn college credit
  • Small-Group/One-on-One Tutoring – available at NES, ACSA, and NBMHS – teacher referred or parent requested – limited after school transportation is available
 

 Eligibility Requirements

  • Children up to age 21 are eligible (students with HS diplomas are not eligible – GED is eligible)
  • Travel must be outside of Nome Public School district boundaries 
  • Travel must be overnight and a total of 7 or more nights during the previous year (does not have to be all in one trip)
  • Children must accompany parent or guardian, or be over 14 years old to travel alone
  • Families must provide statement of economic necessity
  • Eligible activities include commercial or subsistence fishing, and picking berries and greens. Marine or mammal hunting, and/or egg gathering are NOT eligible activities.
Eligibility lasts for three years – enrolled families are contacted each fall to determine if they have completed any travel in the prior year to extend eligibility. We are required by the state to interview the families annually.

Parent Advisory Committee


The PAC’s role is to provide advice and assistance to Federal Programs administrators relating to the program goals, activities, resources and services to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma that prepares them for responsible citizenship, further learning, and productive employment. Our next meeting is on December 6th at 6:00 in the Nome Elementary Commons.
